It is US money. It belongs to the US. It does not belong to anybody else. For those who forgot - or never knew - what "belongs" or "owns" mean, please refer to any non-communist English dictionary. The concept of "ownership" is somewhat difficult to grasp. For example, unreasonable as it sounds. An owner does not have to give his money to less fortunate people who own less money.
