The scenario and concerns you write about here are probably going to come true but I'd like to also add that it has been foretold/described before in more detail by another Australian (intellectual) some 21 years ago.

Get yourself a book called "Appearance and Eventuality" by Charles Ethersey Griffin. He is a supremely high intellectual and so it is a pretty wordy book and probably suitable for the academic types but he spells out in concise terms just what you are saying in your post and offers some possible changes that need to be implemented.
I have 2 copies now and I think Rudd or his environment minister should read it. If they win and start making environment-related policy for this country without reading or knowing about the contents of this book, it will be disastrous.
