A 1999 report prepared by the Library of Congress for the National Intelligence Council "warned that Osama bin Laden's terrorists could hijack an airliner and fly it into government buildings like the Pentagon." The report specifically said, "Suicide bomber(s) belonging to al-Qaida's Martyrdom Battalion could crash-land an aircraft packed with high explosives…into the Pentagon, the headquarters of the CIA, or the White House."

    I remember the airplanes used as missiles idea from 1991, during the same session the idea of backpack boms in train stations, small "zodiac" bombs next to LNG tankers and putting explosives in box cars at key rail assembly points were also examined.

    So it isn't a new idea by any means. In 1987 I heard one defense analyst comment - "Someday, the other side is going to figure out that they can combine a truck bombing, such as the attack in Beruit - with a hijacking."
