This judgement was not made on the basis of any specific intelligence, but was the result of analysis of terrorists' probable capabilities and likely intentions. International hotels, nightclubs and airlines/airports were assessed as being high on terrorists' target lists. Despite this very specific assessment, at no time during the next four months did the Government's travel advisories, written by Downer's department and unseen by ASIO or onA, give any hint to Australian tourists that reflected onA's assessment. Not a word. Not a hint. On October 12, 202 people, including 88 Australians, died in the very place onA had assessed this could happen. The Australian Government ignored the assessment.
